The Cain Labs directive behind Maverick Hunter v4, Repliforce's collapse into rebellion, and who X and Zero really are.

Directive: Maverick Hunter

After the war against Sigma, Dr. Cain tried to take the Maverick problem out of the Hunters' hands entirely. His solution was Repliforce, a large-scale reploid army built to respond to Maverick outbreaks faster than the Hunters ever could — internally tracked as the RF-v3 program, meant to build on the success of the Hunters' own MH-v3 unit. Repliforce launched that January with a clear mandate: cut Hunter response times, contain Maverick activity, and prove the army could do the job the Hunters had been doing alone.

By its June evaluation, RF-v3 had failed. Maverick activity had only grown under its watch, riots leveled entire city blocks, and Cain's own review flagged Repliforce as "proven ineffective and potentially dangerous." Rather than scrap the response entirely, Cain Labs drew up a new directive: MH-v4, a compact Maverick Hunter unit built around two of the strongest reploids anyone had ever fielded — Special Unit #17 and Special Unit #0. Their orders were simple: respond to the next Maverick riot without delay, and succeed where Repliforce couldn't.

Those two units are the heroes of this story — and the friction between their success and Repliforce's failure is exactly what pushes Repliforce toward the rebellion that follows.

Mega Man X

Leader of Special Unit #17 and the most famous Maverick Hunter alive, X earned that reputation by ending Sigma's war once and for all. He believes completely in the Hunters' mission to protect reploids and humans alike — but he's never comfortable with violence as the answer, and every fight against a former ally chips away at him a little more. When Repliforce starts sliding toward open revolt, X is the one most reluctant to accept that this might end in combat.

Zero

Leader of Special Unit #0 and X's closest friend among the Hunters. Zero's origins are murkier than X's — nobody is entirely sure who built him, why, or why he was buried and forgotten before being revived to fight alongside X. He carries none of X's hesitation about combat; his calm, matter-of-fact competence in a fight is exactly what balances X's restraint. Whatever doubts X carries about the coming war, Zero doesn't share them.

Double

Dr. Cain's newest creation, built to support X and Zero as a combat-ready assistant unit. Double's design still needs refinement — he's eager to help and technically capable, but comes across as careless and a little too enthusiastic for a support reploid. That impression turns out to be covering something else entirely once the Repliforce conflict escalates.

Iris

Colonel's younger sister, and a Repliforce technician rather than a soldier. She's left adrift when the Maverick riots break out and Repliforce is mobilized around her — Zero rescues her during the chaos, and the two grow close in the process. As war between her brother and Zero becomes more and more likely, Iris is the one person desperately trying to stop it before it starts.

Colonel

The youngest high-ranking officer in Repliforce's command structure, and Iris's older brother. Strict but fair with the troops under him, Colonel treats soldiers and family with the same measure of respect — which makes his growing conflict with the Hunters all the more painful, since it's built on genuine principle rather than malice.

General

Repliforce's supreme commander, and the reploid Cain Labs and the Hunters ultimately hold responsible for the outbreak that follows. Where Colonel argues from principle, General is the one willing to act on it — and it's his decisions that push Repliforce from a defensive army into open war.
