Reuniting with Cybil
With the hospital's Otherworld dealt with, the town shifts back to normal and a scene reunites Harry with Cybil Bennett, who's patched together a working police car. The direct road toward the rest of town is impassable, forcing you both on foot toward the sewer entrance instead.

Sewer EntranceDescent into the Water Prison-styled tunnelsThe sewer network beneath Silent Hill borrows heavily from the same rusted, cage-lined aesthetic as the Otherworld proper, even while the surface town stays normal. Expect narrow, flooded corridors and packs of Mumblers — the Hammer is a good ammo-free option here.

The Payphone Code
One of the sewer's side rooms has a ringing payphone. Answering it plays a recorded number — jot it down, since it's the code for a nearby keypad-locked gate blocking your route forward.
Missed the Number?If you didn't catch it the first time, the phone can be interacted with again to replay the message.

Dahlia in the Cage
Deeper into the tunnels, you find Dahlia Gillespie locked in a cage cell, muttering about the Order and about Alessa. She won't explain much, but the encounter is one more piece confirming she's tangled up in whatever's been done to Harry's daughter.

Reaching the Surface
Push through the last stretch of tunnels — expect the sewers to feel more oppressive and enemy-dense the further you go — until a ladder or maintenance stairwell brings you back up to the surface, right at the edge of Lakeside Amusement Park.
