Under Aerial Fire

Car 8 has two guards among the crates (use the forklift button to clear a path once they're down) and one more guard attacking from behind partway through.

• At the top of the stairs, clear the control room and check its panel: this is where Jack shuts down the missile controls.
• HQ immediately warns of incoming terrorist helicopters.
• Before leaving, flip the red panel by the far door to power the anti-aircraft gun, then head through two more doors to reach the gun controls.

This starts a first-person mini-game: hold Triangle on approaching helicopters until they explode, and ease off when the gauge runs hot so it can recharge. Survive the timer and Boris Zugoski threatens to detonate his bombs unless the UN calls off its rescue teams — from here on, Jack is on his own.
